PASAL 1

|
PEMBEBASAN VISA
|
Warga Negara Republik Indonesia, pemegang paspor diplomatik atau dinas
|
yang sah, dan Warga Negara Republik Kolombia, pemegang paspor diplomatik
|
atau dinas yang sah, wajib tidak dipersyaratkan untuk memperoleh visa untuk

pemanenan
masuk, singgah dan tinggal di wilayah Pihak lainnya untuk suatu jangka waktu
|
yang tidak melebihi 30 (liga puluh) hari sejak tanggal masuk.
|
|

PASAL 2

|
MASA BERLAKU PASPOR YANG SAH
|
|
|
Masa berlaku paspor dari warga negara masing-masing Pihak sekurang-
|
|
kurangnya 6 (enam) bulan sebelum memasuki wilayah Pihak lainnya
|
|

PASAL 3

|
|
TEMPAT-TEMPAT PEMERIKSAAN KEDATANGAN
|
|
|
Warga negara salah satu Pihak pemegang paspor diplomatik atau dinas yang
|
|
sah wajib masuk ke dalam wilayah Pihak lainnya
melalui
tempat-tempat
|
|
pemeriksaan
kedatangan
yang
dibuka
untuk
lalu
lintas
penumpang
|
|
internasional.
|

PASAL 4

|
VISA BAGI ANGGOTA MISI DIPLOMATIK DAN KONSULER
||
|
Warga Negara dari salah satu pihak, yang merupakan pemegang paspor —
|
|
diplomatik atau dinas yang sah dan ditugaskan sebagai anggota misi diplomatik —
|
|
atau pos konsuler di wilayah Pihak lain, termasuk anggota keluarga mereka, ”—
|
|
wajib dipersyaratkan untuk memperoleh visa masuk yang tepat dari Kedutaan
|
|
Besar Pihak lainnya sebelum memasuki wilayah Pihak tersebut
|

PASAL 5

|
|
PEMBATASAN VISA
|
|
Pemegang paspor yang sah dari salah satu Pihak sebagaimana dimaksud
|
dalam Persetujuan ini dapat masuk dan keluar dari wilayah Pihak lainnya,
melalui
titik yang diijinkan untuk tujuan tersebut oleh pihak
imigrasi yang
berwenang, tanpa pembatasan apapun kecuali yang telah ditentukan bagi
syarat-syarat keamanan, migrasi, bea cukai dan kesehatan, dan lainnya yang

secara hukum dapat diterapkan kepada pemegang paspor diplomatik dan
dinas
|

PASAL 6

|
HAK PIHAK BERWENANG
|
Salah
satu Pihak berhak untuk menolak memberikan
izin masuk atau
$
|
memperpendek masa tinggal setiap orang yang diberikan pembebasan visa
f
|
dan fasilitas-fasilitas berdasarkan Persetujuan ini apabila dianggap bahwa
:
orang tersebut tidak dikehendaki.
|
PASAL7

CONTOH PASPOR
Para Pihak wajib saling bertukar, melalui saluran diplomatik, contoh-contoh

paspor yang dipergunakan oleh masing-masing Pihak sebelum Persetujuan ini
|
mulai berlaku serta setiap contoh paspor baru sebelum mulai diterbitkan.
|

PASAL 8

|
PENANGGUHAN
|
|
1. Masing-masing
Pihak,
dapat,
setiap
saat, menangguhkan sementara
|
|
Persetujuan ini, baik secara keseluruhan maupun sebagian, dengan alasan-
|
|
alasan keamanan nasional, ketertiban umum, atau kesehatan publik.
|
|

|
2. Pemberlakuan dan pengakhiran kebijakan-kebijakan sebagaimana dirujuk
|
dalam Ayat 1 Pasal ini wajib diberitahukan kepada Pihak lainnya, 7 (tujuh)
|
hari sebelumnya melalui saluran diplomatik.
|

PASAL 9

PENYELESAIAN SENGKETA
|
Setiap sengketa yang timbul di antara Para Pihak terhadap penafsiran atau
pelaksanaan Persetujuan ini wajib diselesaikan secara damai melalui konsultasi
|
atau perundingan diantara Para Pihak.
|

PASAL 10

PERUBAHAN
Para
Pihak
dapat
menyepakati
untuk
melakukan
perubahan
terhadap
Persetujuan
ini.
Perubahan
tersebut
wajib
dilakukan
melalui
persetujuan
bersama antara Para Pihak, dan wajib mulai berlaku sebagaimana diatur dalam

CONTOH PASPOR
Para Pihak wajib saling bertukar, melalui saluran diplomatik, contoh-contoh

paspor yang dipergunakan oleh masing-masing Pihak sebelum Persetujuan ini

mulai berlaku serta setiap contoh paspor baru sebelum mulai diterbitkan.

PASAL 8
|
PENANGGUHAN
|
|

PASAL 9

Setiap sengketa yang timbul di antara Para Pihak terhadap penafsiran atau
pelaksanaan Persetujuan ini wajib diselesaikan secara damai melalui konsultasi

atau perundingan diantara Para Pihak.

PASAL 10
PERUBAHAN
Para
Pihak
dapat

untuk
melakukan
perubahan
terhadap
Persetujuan
ini.
Perubahan
tersebut
wajib
dilakukan
melalui
persetujuan
bersama antara Para Pihak, dan wajib mulai berlaku sebagaimana diatur dalam
Pasal 11 dari Persetujuan ini.
PASAL 11
|
MULAI BERLAKU, JANGKA WAKTU DAN PENGAKHIRAN
1.
Persetujuan
ini wajib mulai
berlaku 30
(tiga
puluh)
hari
sejak tanggal
penerimaan
pemberitahuan
terakhir,
dimana
Para
Pihak
saling
memberitahukan,
melalui
saluran
diplomatik,
bahwa semua
persyaratan
internal untuk mulai berlakunya Persetujuan
ini, sebagaimana tercantum
dalam masing-masing
peraturan
perundang-undangan
nasionalnya
telah
dipenuhi.
2. Setelah berlaku, Persetujuan ini akan berlaku untuk jangka waktu yang tidak
ditentukan dan dapat diakhiri atas keinginan salah satu Pihak yang wajib

memberitahukan keputusannya secara tertulis kepada Pihak lainnya, melalui

jalur diplomatik, 90 (sembilan puluh) hari sebelum tanggal pengakhiran.
|
SEBAGAI BUKTI, yang bertandatangan di bawah ini, yang diberi kuasa penuh
|
oleh Pemerintahnya masing-masing, telah menandatangani Persetujuan ini.
DIBUAT di Nusa Dua, pada hari kesepuluh bulan Juni, tahun 2013 dalam dua
rangkap asli, dalam Bahasa Indonesia, Spanyol, dan Inggris, semua naskah
memiliki kekuatan hukum yang sama. Dalam hal terjadi perbedaan penafsiran,
naskah Bahasa Inggris wajib berlaku.

AGREEMENT
BETWEEN
THE GOVERNMENT OF THE REPUBLIC OF INDONESIA
AND
THE GOVERNMENT OF THE REPUBLIC OF COLOMBIA
ON
VISA EXEMPTION FOR HOLDERS OF DIPLOMATIC AND OFFICIAL OR
SERVICE PASSPORTS
The Govemment of the Republic of Indonesia and the Government of the
Republic of Colombia hereinafter referred to
individually as a "Party" and
collectively as the "Parties":
RECOGNISING the existing friendly ties between the Wo countries:
'DESIRING to simplify the procedures relating to visits of nationals of their
countries to the Republic of Indonesia and the Republic of Colombia:
PURSUANT to the prevailing laws and regulations of the respective countries,

HAVE AGREED as follows
ARTICLE4
VISA EXEMPTION
Nationals of the Republic of Indonesia, holders of valid diplomatic or service

passports, and nationals of the Republic
of Colombia,
holders
of valid

diplomatic or official passports shall not be reguired to obtain visas to enter,
|

transit through or stay in the territory of the other Party for a period which does
|
not exceed 30 (thirty) days from the date of entry
|
ARTICLE 2
|
DURATION OF PASSPORT VALIDITY
|
The duration of passport validity of nationals of either Party shall be at least 6
(Six) months before entering the territory of the other Party.
ARTICLE 3
|
CHECK-POINTS OF ENTRY
|
|
T'he nationals of the Party hoiding diplomatic or official or service passports —
|
shall enter the teritory of the other Party through checi-points open for —
|
international passenger traffic.
|
ARTICLE 4
VISA FOR MEMBER OF DIPLOMATIC AND CONSULAR MISSIONS
Nationals of either Party who are holders of valid diplomatic and official or
service passports and assigned as members of diplomatic or consular mission

in the territory of the other Party, including their family members,
shall be
reguired to obtain appropriate entry visa from the Embassy of the other Party
prior to their entry.
ARTICLE 5
|
VISA RESTRICTION
|
|
|
The holders of the valid passports of either Party referted to this Agreement —
|
|
may enter into and depart from the territory of other Party by any point
|
|
authorized for that purpose by the competent immigration authorities, without
|

any restriction except for those stipulated in the security, migratory, customs
|
and sanitary regulations and others which may be legally applicable to holders
|
of diplomatic and official or service passports.
|
|
ARTICLE 6
|
THE RIGHTOF AUTHORITIES
|
Either Party reserves the right to refuse admission of entry or shorten the
|
Guration of stay of any person entitled to visa exemption and facilities under this
Agreementif it considers that person undesirable
|
ARTICLE 7
SPECIMEN OF PASSPORT
The Parties shall exchange, through diplomatic channels, specimens of their
passports being used by each Party before the entry into force of this
|
Agreement as well as specimens of any new passports before their introduction.
|
ARTICLE 8
SUSPENSION
|
|
1. Each Party may, at any time, temporarily suspend
all or part of this”
|
Agreement for reasons of national security, public order or public health
2.
The introduction as well as termination of the measures stated in paragraph
|
1 of this Article shall be duly informed to other Party 7 (seven) days in
|
advance through diplomatic channels.

ARTICLE 9
|
SETTLEMENT OF DISPUTES
|
Any dispute between the Parties on the interpretation or implementation of this
|
Agreement shall be settled amicably through consultations or negotiations
|
between the Parties.
ARTICLE 10
AMENDMENTS
The Parties may agree on amendmenis to this Agreement. The adoption of

amendments shall be done by common agreement between the Parties, and
|
Shall enter into force as indicated in Article 11 of this Agreement.

|
ARTICLE 11
|
ENTRY INTO FORCE, DURATION AND TERMINATION
|
|
1. This Agreement shall enter into force 30 (thirty) days from the date ofthe —
|
receipt of the last written notification in which the Parties inform each other,
|
through diplomatic channels, that all reguirements for the entry into force of

this Agreement, as stipulated by their respective national legislation, have
|
|
been fulfiled
|
2. Once in force, this Agreement should be valid for an indefinite period and

may be terminated at the will of either Party who shall notify its decision by —
|
uiten notifcation to the other Party, through diplomatic channeis, 90
|
(ninety) days priortothe expecteddate oftermination,

IN WITNESS WHEREOF, the undersigned being duly authorized by their
respective Governments, have signed this Agreement.
DONE in Nusa Dua on this 10th day of June of 2013,
in duplicate, in the
Indonesian, Spanish and English language, all texts being egually authentic.
In
case of any differences of interpretation, the English text shall prevail.
